Even when performing a fairly sophisticated search in a standard search engine, a large number of false hits will be retrieved. In this example, the phrase "mentally retarded" was put within quotation marks. This tells Google to search for that exact phrase. Any pages that only mention "mental" or only "retarded" will be passed over. The next page illustrates what was retrieved.
